South Korea's F-X Project: Strengthening Air Power Amidst Regional Challenges

On June 9, the Defense Acquisition Program Administration (DAPA) convened a defence committee meeting, placing the F-X project at the centre of discussion. The core objective of this project is clear: to equip South Korea's Air Force with 20 cutting-edge Lockheed Martin F-35A jets by 2030. This ambitious endeavour is not without substantial investment, as the country plans to allocate 3.9 trillion won (approximately $3 billion) by the next year, pending the procurement of additional jets.

 

Addressing Emerging Threats

National Assembly member Daesik Kang emphasized the appropriateness of this acquisition in the face of North Korea's nuclear and ballistic missile advancements. He stressed the urgency of bolstering the South Korean Air Force's counter-North Korea deterrence capabilities. As we approach the mid-2020s, the need for enhanced air power becomes increasingly critical.

 

The Road Ahead: Decisions and Deployment

The defence committee is poised to make a pivotal decision on July 13, marking a significant milestone in South Korea's defence strategy. DAPA is expected to expedite follow-up procedures, minimizing the feasibility study period as much as possible.

 

Lockheed Martin's Contribution

Lockheed Martin, a key player in this endeavour, has already delivered all 40 F-35A Block 3 fighters ordered by South Korea as of December 2021. The additional 20 jets will be of the Block 4 variant, boasting advanced capabilities. This variant can compromise enemy radars and electronic equipment, features an improved electro-optic system, and boasts enhanced ordnance-carrying capacity.

 

Shifting Priorities: The Quest for Stealth

In contrast to previous administrations that leaned towards the F-35B for the light aircraft carrier project CVX, the current focus is squarely on the F-35A. This shift aligns with South Korea's growing emphasis on strengthening its stealth capabilities. It comes as a response to multiple challenges, including the ageing fighter jet fleet, North Korea's nuclear missile advancements, and neighbouring countries' efforts in developing fifth-generation stealth aircraft.

 

Bridging the Gap in Air Power

Despite the development of South Korea's indigenous 4.5-generation fighter, the KF-21, expected by 2026, concerns linger within the Air Force. A potential gap in airpower from 2025 to 2031 looms large, with a shortfall of 70 jets relative to the minimum required fleet size. The urgency for additional reinforcements is palpable.

The presidential transition team heeded the military's call for additional acquisitions under the F-X project in March. As South Korea's new president assumed office in May, the nation is poised to navigate its defence challenges with resolve and strategic investments.
