The Air Force has emphasized that the F-35 and F-15EX are not competitors they are complements.

Both systems have been designed initially to have very distinct mission statements. The majority of F-15Cs that Eagle II will replace are part of the Air National Guard, dedicated to the air sovereignty mission of protecting U.S. airspace.
The F-15EX will have more capabilities than the F-15Cs. Many observers are wondering why they wouldn't replace F-15E Strike Eagles that they closely resemble, and why they don't provide the air sovereignty function to aircraft with characteristics that more closely reflect the mission. The various missions that are planned for both aircraft could be considered as the focus upon F-15EX as a replacement for F-15s that are currently in role. According to Air Combat Command commander General Mark Kelly, "I just don't see us discussing an apples-versus-oranges in an F-35-versus-F15EX scenario."
In the case of the fixed Air Force budget topline, the increase in one program will require reductions in other programs. A former Air Force Chief of Staff General David Goldfein said, "If we could afford it, those would be 72 F35s. However, we must consider this from the perspective of an economic/cost perspective. .... If we're looking to refresh the F15C fleet as we're building the F-35 fleet This isn't anything to do with a trade."
The Air Force has started a review of its portfolio of tactical aircraft to determine if it's time to consider a more diverse fighter fleet. The FY2020 budget submission affirmed the plan to purchase of 48 F-35As between FY2020 and FY2021, and decreased outyear F-35As purchased from the previous plan by 24 aircraft until FY2024. Congress has since added 14 F-35As to the request for 2020 and an additional 12 by 2021. The decreased the planned purchase of F-35As simultaneously with the introduction of the F-15EX program has caused some to believe that there is a conflict between both programs.
